question about pdq memory

If you have a certain amount of memory configured in the DS_TOTAL_MEMORY parameter in onconfig, does that mean your engine reserves that memory only for pdq queries where you have pdqpriority set ? In other words, if you are not running any queries with pdqpriority set, is that memory just being wasted ? Thanks, floyd
