Upgrade from 9.12

We wanted to upgrade from 9.12 and received the 9.13 upgrade cd, and 3 dat tapes. On the purchase order we are supposed to receive the gateway manager, sdk, and the ids/udo 9.<upgrade#> ( actually hoping we would get 9.2 but instead got 9.13 UC something...) Anyway i was looking the the Cd with the sys admin guy, and do not see any sdk, and no gateway manager. And not on the tapes either. Is it supposed to arrive on separate CD's?
