No. SERIAL isn't guaranteed unique without a UNIQUE INDEX (or PRIMARY KEY CONSTRAINT, which is the moral equivalent), INSERT statements with the serial value = 0 are guaranteed unique, but ALTERing or INSERTing with a specific value will work.
