As someone has already posted, the database does not set the lock mode; the application does. From a tbstat -u output, you can see if an individual USER has LOCK MODE WAIT set WHEN that user is in fact waiting. In the tbstat -u output, when a user is waiting (address in the wait column), the tout column will show how much longer the user still has to wait (it doesn't show what the LOCK MODE WAIT was set to -- that is, if it was set to WAIT 30, but the user has already waited 10 seconds, it will show 20). -1 in the tout column means the user did not specify a number of seconds to wait (WAIT forever).
