Must be a DBSA to run this program - error

I've got a mysterious one for you. Last night, I tried to bounce one of our
Informix engines so that I could make a change to the sqlhosts file. When I
ran onmode -ky, I got the error, "Must be a DBSA to run this program." The
error message had no error number. I was logged in as informix directly
(i.e. not su'd from some other username), and I've confirmed that
$INFORMIXDIR/bin/onmode has informix as its owner and group. The
permissions on that file are -rwsr-sr-x.
Has anyone seen this error before? I've performed an electronic search of
Informix's Administration Guide and Error Messages manuals, and neither make
any mention of this error message. I was concerned that the execute
permission flag was set to "s" instead of "x", but it's also that way on our
other servers, and they allow me to run onmode just fine.
When I try to go through onmonitor to take the engine off-line, it goes
through all the motions, and appears to work fine, but when you look at it,
the engine is still on-line.
I'm concerned that if I can't bring this system off-line through onmode, I
might not be able to bring it on-line with oninit. Does this look familiar
to anyone? Thanks for any insights.
