Well, there's no analogue of prompt, that's true.
However, one of the lesser know features of ISQL and DB-Access is that
if the command is being run using:
dbaccess dbase - < file
isql dbase file
then you can use '!' to indicate that the rest of the line is a shell
command, and you can therefore do '!echo Hi' to echo Hi.
This does not work if you are using the Query-Language menu; the '!'
stuff generates a syntax error.

I'm mildly surprised you need these in Informix; I presume you're trying
to modify the Informix code to see how it works before translating to
Orable where you have the features.
