rebuild sysutils database

In one of our Informix instance (version 7.30.FC7
on HP-UX 11) the sysutils database creation didnt
complete when the server was initiallized a year
ago. Now that I am trying to setup onbar, I find
that my sysutils database only has three tables
in there. I am thinking if I can safely create
the rest of the sysutils tables using
$INFORMIXDIR/etc/sysutils.sql ?
Would it cause a problem if I dont run buildsmi
script and instead just create the missing
tables?
Informix Tech support recommends that I should
bring the instance in quiescent mode and run
buildsmi. Is this really required?? Could someone
help.

Before you buy.
Yes it is. You should run buildsmi under user informix, no log
(buildsmi.log) should be created by informix if the running is sucessful, or
you can check the log for error. It is under /informixhome/etc.
