I had the same problem couple months ago. Problem: the 1st chunk of your rootdbs is full, and your system has no space for your reserved pages. Reserved Pages stores information about your instance, System page size, configuration parameters, time stamp of checkpoints, Logical logs and chunks... every information about your instance's structure. Before you take the following steps, run oncheck -cDI in your sysmaster database, and check the consistence of your chunk (physically) Solution : 1. Disconnect all users from your system, revoking their connect permission. 2. Close all transactions, and perform a switch log ( onmode -l), then do a checkpoint (onmode -c) 3. Perform a level 0 backup of your rootdbspace. 4. Shutdown your system. 5. Increase space in your first chunk of rootdbs. 6. If you increased space in your first chunk, just start IDS. If you dropped and recreated it, you must perform a level 0 restore of your rootdbspace. It worked to me.
