Try using uuencode eg
$ uuencode filename newfilename |mailx -s "title" mailaddress
This will send the file as an attachment

This won't send it as a standard attachment that a regular mail client
(like groupwise or outlook) can read, though. To send it as a standard
attachment, you'll have to use something like mutt, which available from
gnu.
