UniCode support

Hi, There's a IDS9.3 on RedHat Linux with DataBase Local is en_US.CP1252. And I'm running Microsoft Reporting Services on win2003 Tranditional Chinese plus SQL Server 2000 sp3. It's fine to connect to Informix except for the Chinese preview, I got an unknow code on my report. I try to change the ODBC dataabase local and client local to UTF8 and it returned an -23101 error as below, "Unable to load locale categories. An invalid locale name was supplied for the locale initialization. The environment variable to specify the locale category has a wrong value. Check the value of the corresponding environment variable, CLIENT_LOCALE or DB_LOCALE. Also check if INFORMIXDIR points to a valid directory where Informix products are installed....." Can u guy tell what I should do ? Any help is very appreciated.
