SysProcPlan Problem

I have a problem with a table lock. The table "sysprocplan" sometimes locked, the "sql statement" is a temporaly table create, insert and update for this table. When other user with another connection try to execute the same sql statement sometimes the sysproctable is locked. But the lock not always happend. I dont know why???
