I don't believe this is true. As far as I'm aware, it has ALWAYS been a requirement that the OnLine and I-Star versions be exactly the same. Some of the changes made between versions can require changes to shared memory structure, and using different versions can cause your sqlturbos (shipped with I-Star) to be out of sync with your tbinit (shipped with OnLine), and the shared memory structure it uses to be out of sync with the actual shared memory brought up by tbinit. (Yes, sqlturbo is shipped with OnLine as well, but since you're supposed to install I-Star after OnLine, your sqlturbo is replaced with the one shipped with I-Star.)
