On IBM RISC 6000 Model 340, Online. 7.11.UC1
We run a test system with the logical log device set to /dev/null and
it does indeed free the logical logs. I never run ontape against it.
To verify that for yourself run onstat -l periodically and read the
manual about the fields displayed.

severely inhibits your recovery capability.
