PHP / PDO_IBM

This may, or may not, be the place to ask, but as google has thus far failed me... I'm attempting to get PDO_IBM setup in PHP 5.2 in IIS 7 on windows 2008 R2. As I understand it, PDO_INFORMIX is no longer a maintained product and thus is no longer distributed with the CSDK. Now we're supposed to use PDO_IBM to connect to Informix using DRDA. The problem I'm having is that the php_pdo_ibm.dll file doesn't seem to work. The documentation doesn't ever mention using IIS, only apache. Does this mean that you can only connect to Informix systems under PHP 5.2+ on apache servers?
