Intermittent 721 error in stored procedure

I have one stored procedure calling another inside a foreach loop, so the second procedure is called several times by the first. The first time it is called, it generates a 721 error, but the call to the second procedure executes correctly on subsequent calls as the foreach loop is executed. When the first procedure is run again, the first call to the second procedure fails, but, again, subsequent calls succeed. I had made a change to the second procedure and dropped/re-created it. Do I need to do something else? Could the drop/create of one procedure require other procedures to be dropped and re-created? Any help would be appreciated.
