What is your OS? Are you also using cooked chunks?
What does top (or equivalent) show on your server during the slow times?
First look in Unix to see what the limit is, if any.
Then look in Informix to determine any resource contention...
onstat -u Anything obvious for users
onstat -g rea Ready queue
onstat -g seg How many segments
Does the application reside on the database server? If not, then is it the application server or network?
