Why the -h? That changes the permissions on the symlink, not on the device,
and it is the device permissions which must be set.
Redo the permissions:
chown informix:informix /dbspaces/rootdbs
Or:
chown informix /dbspaces/rootdbs
chgrp informix /dbspaces/rootdbs
ls -l /dbspaces/rootdbs
ls -lL /dbspaces/rootdbs
