the error is thrown because the database server gets out of file handles.
Normally because of a restriction
in the OS.
Of course you have to change the database server and not the client machine
parameters.
On a UNIX/Linux box the number of open files can be restricted per Login.
So check the ulimit for the user which runs the DB instance.
For Linux (you did not mention your platform ):
cat /proc/sys/fs/file-max to retrieve actual setting
modify systemwide in /etc/sysctl.conf (fs.file-max=100000, as root, after that
sysctl -p to activate settings)
and
# su - informix
$ ulimit -H
$ ulimit -Sshould print the values for user limits.

You also have to change the OS's number of open files per process setting.
