Do you have a firewall problem ?
Did you check if /etc/hosts for duplicates?
Is the port15038 used for something else ?
Do you get the error right away or do you have to wait before you get
the error ?

Trying telnet'ing the port
telnet IP <port>
Connection refused: firewall or port is wrong
If you get a connection hit return and it will close, then run onstat -m on
the server, you will see error 401 - if you don't then you are not
connecting to the engine you think you are
