That's about what you have to do.
1) Backup your database (you never know ...)
2) dbexport your database
3) drop it
4) set environment varibles DB_LOCALE and CLIENT_LOCALE (I do not set
SERVER_LOCALE as it seems to concern only naming conventions in the Unix
File System)
5) create your database (best without logging)
6) dbimport
7) change logging and backup
