More or less. Actually, the upper limit for a single row is 32k - 1 bytes (32767). Blobs count as 56 bytes when doing the sum. Thus, you can have 32767 single character fields, or one 32767 character field, or an extremely large number of other permutations in between. There are substantially no limits on the number of tables in your database. You will run out of disk space long before you start running into problems because you have more than 2**31-1 tables.
