You didn't mention what your OS is, but it appears to be either a UNIX
or Linux flavor. Assuming that is true:
Check your Kernel for low values for these process control Kernel
parameters (or the equivalents):
nproc, maxusers, maxuprc, ncallout
Also check all of your semaphore kernel parameters. Informix likes to
have lots of semaphore structures available. My current Kernels all
have 4096 semaphores configured.
