Many organisations' systems are pretty fluid, so when existing users come to the end of a multi-year licensing-and-maintenance deal it can often be more expedient to sell the customer new licences rather than renew the existing maintenance further. This will appear to the IBM beancounters as "new licence" revenue even though in reality a fairly small proportion of the overall new licence deal may actually have resulted from additional usage. Also, an upgrade from IDS v7 to v9 will appear as "new licence" revenue.
