Anyone who has raw SQL access can use CREATE DATABASE. You can tell them not to, and using the informix password you can ruthlessly exterminate any databases they create (or make a shell script to do this). They will get the message eventually. I tried telling people "don't create databases" - especially because they often forget to specify a dbspace and create them in the root dbspace (which is the default). This was not effective enough. Dropping their databases without even bothering to find out what they were, and giving the creator a good slapping is more effective and more fun too. Or as you phrase it "telling them to stop personally".
