The LOAD command from dbaccess tries to insert the data into the
table in a single transaction and will use an insert cursor.
With DBLOAD you can split the load job into several transactions.
DBLOAD will use an insert cursor, too.
Although it's often possible to turn off transaction logging
during load jobs, I would recommend DBLOAD.

The loader itself just needs the database entries, but I just
saw a GUI to fill the database.
