I most certainly thought the whole point was that there was a certain amount of uncertainty, (Hence Heisenberg's Uncertainty Principle). So surely its wrong for these guys to be absolutely certain that there is certainly zero impact.
The underlying idea for Heisenberg is you can't measure a closed system without being part of that system, and once you become part of that system the system has changed and you are not measuring the original system. In the case of 'Zero Impact SQL monitoring' you are adding 'Another machine' so I would consider this an impact and therefore Heisenberg is intact.
