If you know RDBMS theory, you don't need the Design course. I doubt you
need the SQL course, either. Go buy John L's book instead.
I have found SE admin to be a no-brain operation for up to V5, including
INET. Don't know about 6 & 7 but I'm told it's trivial also.
The 4GL courses may well be worth taking. This is a really powerful
language. OTOH, the 4GL manuals are first-class for learning IMO and the
4GL by example has *lots* of good stuff in it.
If you're considering NewEra I strongly recommend an Informix course.
