While I agree it 'might' be in the realm of possibility that informix would have an effect on telnet and nfs, it does not seem reall likely to me. Sounds like hardware problem or O/S problem. Have you tried reinstalling? Do note I make no claims of being an expert on O/S or hardware. In fact I do not even claim to be an expert on Informix.
