It is true that IBM is a generous supporter of the IIUG. IBM does not "donate" money to the IIUG to do with as it pleases, but helps to fund various IIUG activities. The actual amount of IBM support and its disbursal is kept strictly commercially confident by IBM - even as a member of the IIUG Board of Directors I have no access to this information for example - which is why you will find no information. However it is apparent that significant sums are spent on the design, maintenance and upkeep of the IIUG website; providing IIUG presence at Local User Groups and IBM events such as Infobahns; establishing worldwide user groups; providing speakers for user group events; supporting special interest groups; enabling various lobbying and representative groups such as the Leadership Council, and on the administration of a worldwide Board of Directors.
So the IIUG is supposed to be helping out the Local User Groups? Why is this not evident in the majority of the websites and meetings? The User Groups seem to be substantially under-funded. I didn't say that the IIUG funded Local User Groups. I said that the IIUG provided presence at such. Local User Groups around the world have different funding models. Some charge for subscriptions, some charge for events, some are funded directly by their local IBM sales teams.
