Adding a Chunk with onspaces

I assume the /diskslice/chunkname is a symbolic link to some real
device name (that's what it should be anyway). Are you sure that
underlying device has the requisit owner and group set to informix?
Another issue is that if your root dbspace keeps filling up it seems
to me there is something wrong in your setup. I wouldn't ever let much
if anything reside in that dbspace.
Is it temporary data or a real database that fills it up?
If it's temporary data you need to set the appropriate variables in
your onconfig file and/or in you users environement.
If it's a database you should export it, drop it and import it into
another dbspace.
If it for some reason is too hard to export and reimport the database
you should at least move all tables to another dbspace. You may use
"alter fragment on tablename init in dbspacename" for that if your
version is new enough to support it.

want another 1gb chunk.

Problem is it always says 'The Chunk "/diskslice/chunkname" must have

Don't worry -
I had oninit incorrectly set
should be 6754(-rwsr-sr--), owner: root, group: informix
