web datablade on NT

i want to educate myself on the web datablade - on (yuck *(nt)) and see ( think i see) i have to have either the iis4.0 server running or netscape server. are these 'application servers' and are they downloadable and 'free' for evaluation purposes or do i have to spend 100000$ of hard earned bucks on this thing...? or is it possible to fool around with the microsoft personal web server in place of those ? any correspondence welcome, except from obnoxio... thanks, edward
