It's calling the program/script defined in the ALARMPROGRAM parameter of your onconfig file. In your case it's trying to execute it everytime a logical becomes full, the default script for this is log_full.sh, which in your case ALARMPROGRAM does not have any value. log_full.sh is a script that calls onbar and backups up your logical log to disk.
