The way I understood him (which was probably wrong) was that he had multiple

He does have multiple drives, but want to use them 'consecutively', so he
must be using ontape. We use a script that runs ontape, taking input from a
file and redirecting the console output (mount requests) to a second file..
A script monitors the second file and performs an unlink and link to the
next tape drive and then writes the appropriate response to the file that
ontape is reading.
I agree, OTC, that OnBar with ISM would be a reasonable solution.
