I know that in Informix 7.24 that the upper page limit per dbspace is
roughly 16.5 million, but does the same limit hold true to version 7.31?

The limit for all Informix servers is 2^24 PAGES or 16,777,216 pages per
TABLESPACE which is a single non-fragmented table or a single fragment of
a fragmented table. A dbspace is limited to 1024 chunks which is also
the limit of chunks for the entire server which amount to 2TB of data
per server instance, database, or even a single fragmented table. For
IDS/XPS (Extended parallel server) you can have larger databases and
tables by distributing the data across multiple co-servers on clustered or
networked servers.
