I just tried installing 10.00.TC4W2 on a dual Opteron running XP Pro x64
and it too worked like a charm (and very fast - though that might say
more about the slowness of my 32-bit machines).
I can't think of why 9.40.TC2 would be so different, though you might
want to try installing on the console rather than via a Terminal
Services/Remote Desktop session, as there were issues with the first
couple of 9.40 interims and Terminal Services.

Basic terminal services support is in TC2, but a couple of bugs you
could run into are:
162925 SERVER INSTALLED ON .NET MACHINE REPORTS THAT THE SERVER WAS NOT
INITIALIZED CORRECTLY EVEN THOUGH THE SERVER INITIALIZED SUCCESSFULLY
Translation: IDS works but the default data dbspace doesn't get created
when installing via terminal services.

I don't think either of these could cause the get_mt_locale failed error
though.
If you try re-installing make sure you check for and remove
HKEY_LOCAL_MACHINE\\Software\\Informix registry key (or whatever the 64-32
bit mapping is) first in case there is a partial installation left there
from the previous attempt.
You could try installing to c:\\informix or something in case there is a
problem with the mapping of the c:\\progra~2\\.. shortcut (this isn't an
issue on 32-bit but who knows..).
I don't know if you installed just IDS or a package including CSDK. You
could try only installing IDS next time.
