I wonder if IDS version 9.40.FC5 supports CDC or not. I can not find syscdcv1.sql in $INFORMIXDIR/etc directory although I have logged in with user informix.

No; CDC is considerably later than that. I think it might have been 11.50, maybe 11.70, though I'm willing to be told it was 11.10. It was not 9.40, of that I'm tolerably certain.
