bad primary chunk

I am trying to do a test cold restore of a 9.14 Informix engine on
Solaris 7 to another Solaris 7 test machine.
using ontape -r
I can initalize the test engine fine - then onmode -ky and start the
cold restore.
I get the info about dbspaces and chunks as expected - then y for
continue -
then I get -
--
Bad Primary Chunk '/dev/a/slice1'.
oninit: Fatal error in shared memory initialization
can someone help? Not sure what is happening......

Here are some questions:
1. Does the chunk exist?
2. What are the read / write permissions?
3. Who owns it?
3. Is the disk itself bad? Can you write to it and read from it??
