True only if no rows have ever been deleted and no indexes have been dropped (either of which would result in pages being re-used and rowid's no longer being consistently increasing), and no other table-rebuilding has been done. And rows are only returned in rowid order if a sequential scan is done: ie, there are no filters which can use an index and the columns selected are not all in an index (key-only scan).
