Error Number: -329

Hi all! I hope someone has an idea and I appreciate your help ahead of time. I have moved and upgraded my server from IDS 7.23 to IDS 7.31. I have the old server still running because after I upgraded to IDS 7.31 on a different machine I could not get all of the "not so NewError 2.2" programs to connect. Some of them connect just fine. I have tried to recompile the NewError programs under version 3.1 but they won't recompile. The old programs that don't work give the following error: Error Number: -329 Database not found or no system permission. I have checked and double checked the server name the database name, the INFORMIXSERVER variable. I have checked the user information. Does anyone have any ideas about other things I could check? I remember there was getImplicitConnection() function. I'm not sure if there is let say "getExplicitConnection()" or something like that. I'm afraid I can not help with any other idea.
