create temp table ttt
(key_1 integer,
key_2 integer ) ;
insert into ttt values (100, 100 );
insert into ttt values (100, 100 );

Is there any chance that the row (100, 100) already exists in
my_table when you run the SP? Can you show that it does not exist?
I agree it looks suspicious. Have you run with SET EXPLAIN ON to
see what the query plans are? You'd probably need to do UPDATE
STATISTICS FOR PROCEDURE uni_test() to get the information. Have
you run with SPL debug logging on? This might tell you what is
going on -- give you the evidence you need to file a bug report,
that is.
