Informix Connection Manager - USEALIASES

I have 3 VMs setup - 1 w/Connection Manager, and the other 2 being a HDR pair. I'm noticing in the logs that CM tries to use all the DBSERVERALIASES that I have defined in the HDR pair ONCONFIG. Under the CM CONFIG, I have USEALIASES=OFF; so I'm a little confused as to why I am seeing all these other services being called by the CM.
