HDR is not working

Dear All, In our environment we have configured HDR. it is successfully configured. Today unexpectedly primary server got physically restarted with unknown reason. But as per HDR setup application should redirect to secondary server, which has not happened, still the secondary server is in Read-only mode. Why is this happen? Connection manager couldn't connect to primary server. Primary server assigns active arbitrator role to connection manager. Pls. check connect manager log file to check on why CM cannot connect to primary server.
