This message is simply saying that there are no entries in the systabauth table for the table sysrawdsk, that is, no users have been granted permissions on this table. If you now go and grant select permission on sysrawdsk to user informix, this message will go away. It actually should just be a warning, and there's a bug that reflects this, and will be fixed in some later version, but for now, just ignore it.
