OUT OF SEMAPHORES -25580

I am trying to initialize an informix database (7.3 UC2) running on SCO Openserver 5.0.4 but I keep getting this message (2) failure, system out of semaphores oninit: Fatal error in initializing ASF with 'ASF_INIT_DATA' flags; asfcode = '-25580' What is wrong Thanks
