No, I don't think so. VERSION only matters when something changes between
versions. For example, the addition of Key Value Locking, and the resulting
change in the index structure, required indexes to be rebuilt -- OnLine used
the VERSION in systables to trigger the rebuilding of the indexes when
upgrading from pre-DSA to DSA. A change in the checkpoint structure from
7.10.UC1 to 7.10.UD1 required special handling to upgrade to 7.10.UD1 (all
handled internally) and special handling (not handled internally) if you
need to revert to 7.10.UC1 from 7.10.UD1. This is all triggered by VERSION.
Since there are no significant changes that OnLine needs to be notified of
from 7.10.UD1 to 7.12.UC1, it probably didn't update the VERSION.

Version keeps track of different versions of the same table. For example,
if you add a column to a table, it is now a different version; stored
procedures may need to be re-optimized, and prepared statements may no
longer run against the new table schema.
