If bringing the instance down and back up gives different env settings, then apparently it wasn't originally initialized the same way. Stored procedures run from the back-end, so they don't inherit your environment (except for maybe some environment variables that your front-end reads and passes to the back-end -- INFORMIXSERVER probably wouldn't be one of them).
