I also had this problem. We use New Era 3.0 on 7.22 Online. Only one client would place a lock when it used that Stored Procedure. I couldn't fathom it, so I wiped the Informix Installation of Setnet & N.E. Runtime, and reinstalled it. Miraculously it went away. I am still waiting for it to revisit...
