This
happened twice today, once for 5 minutes in the morning and a second

What is it that I need to look at?
$ onstat -c |grep LOCKSLOCKS 500000 # Maximum number of locks
Which I believe is more then enough locks.
$onstat -V
Informix Dynamic Server Version 7.31.FD1
Database is running on an IBM RS6000 AIX 4.3.3. I have multiple application
servers accessing this database, but the 2 main ones are RS6000 AIX 4.3.3
running Informix 4gl programs.

It's mean that all you session take more than 500.000 locks.
You problem is to find which program take excessive locks or perhaps you
configuration is too less
Result of this overflow is :
1) extent of lock table
2) You use more Virtual memory because the extent go in this part of memory.
You can use onstat -u to find the session that take too much lock
