Each LRU is actually 2 LRU queues, one containing modified pages (m) and the other
containing unmodified (aka free) pages (f). You have 16 queues in this output (0 -
15) which means you asked for 8 LRUS (8 pairs == 16 queues).
The % value in the output is the % of the buffers on each of the queues in the pair
relative to the pair as a whole. So looking at the first pair:

There are 126 buffers on this LRU, 98 of them (77.8%) on the free queue and 28 of
them (22.2%) on the modified queue.
So the answers to your questions are: yes, both.
