I have done testing along the lines of your suggestion. My temp spaces are
symb links to raw devices.
I have created identical tempdbs6 and tempdbs7 and then removed the link for
tempdbs6 and relinked it to the same raw device as tempdbs7 and then
successfully dropped both db spaces tempdbs6 and tempdbs7.
I really hope if I relink tempdbs1 to something else (identical unused
tempspace) it will work.
We do not have support contract.

One for tech support I'd guess.
Perhaps you can touch a filesystem file and link /var/informix/db/tempdbs1
to it, they can dial in and patch it to make it look like an empty tempdbs
so you can drop it?
Or, if you're feeling really adventurous, create an identical temp dbspace
on a dummy instance, dd its contents to /var/informix/db/tempdbs1 and see if
you can get the instance to accept it when it starts, so you can drop it.
